Nagin, is suing the Army Corps of Engineers for
$77 billion, claiming poor design and
negligence by the corps led to the failure of flood walls
during 2005 Hurricane Katrina. However, only $1 billion of the suit money is for
infrastructure damages, while the rest is for such things as the city's
tarnished image and tourist industry losses.
